Is there pressure in the fuel system? Have you tried pumping the black rubber stopper on the top of the fuel filter until it feels hard?

i dissconected the pipes leading to and from the filter and pressed the ignition button on, no sign of any diesel on both occasions dont know if this is a pointer to the fuel pump not working

There should be fuel flowing. Has any diagnosis been done with a scanner?

If it were me, I'd stop looking for a fuel pump relay. The fuel pump is driven off the engine. The electrical connections associated with the pump are the suction control valve drive and fuel temperature sensor. There is no power supply (relay). Petrol RAV -> fuel pump relay Diesel RAV (T180) -> no fuel pump relay
