could be telemtry information like steering wheel position and traction levels of tyres (based on engine speed, gear and RPM) to show the way he re-entered the track was out of his control (as the offence was a dangerous re-entry, which implies some intent I would think?)
the given penalty could be possibly overturned on a technicality if the above are found (I think the correct penalty if one were given should have been one of gaining an advantage by cutting the corner, but I don't think they said that - and I don't believe they can change the reason for a penalty now.)
