While i was under the Rav I noticed these two holes that are on either side just in front of the rear wheels, does anyone know what they are and should they be plugged?

Some chassis rails needs open holes to let the water run out so nothing to worry about 👍🏻......handy to add wax oil into while you are under there 😉

My 2002 Rav 2-0L petrol needs a new tank due to rust: looking online for a replacement it appears on some websites the petrol and diesel tanks are the same - is this correct?

Welcome to the club 👍🏻 looking around google and eBay at the images, they do look to be the same fittings ....are you looking at new or 2nd hand ?

On the series 4.1 and 4.2 cars, I think the saddle tank was the same. As the bodyshell is identical I'd expect the tank to be the same petrol/diesel. I found on my 1994 3 door that the tank was pretty rusty but ok...it was the pipes coming from it or the filler going to it that rotted. The other thing is to in spect the top of the tank where the sensor etc is...inspection plates can be accessed from removing the plates under the rear seats.
As regards getting a secondhand tank, a good chance of picking up a dud, unless you get it from a younger car.
