I think someone asked Toto Wolff if they were going to appeal against the penalty [being too lenient] and he said it was served so nothing could be done anyway.
I wonder if this means that no further actions can be taken for this particular incident whatever the groundswell is? I suspect there is so much 'outrage' about this that the FIA will make a statement that any similar incidents by any driver in the future can be expected to be treated much more harshly (hopefully black flagging, as a driver who blatantly carries out this action is not in a fit state to be on the race track at that time).

I am also expecting a contrite statement from the driver, apologising (albeit reluctantly) for their action, in an attempt to defuse this situation.

Lets hope the FIA do the right thing ....although with Jean Todi's past ties with the red team I have my doubts !

Whatever happens now will be seen as too late and badly motivated :( if they do nothing, they will be regarded as weak. If they impose a driving related penalty, they will be seen as being influenced by the masses. it is a lose-lose siuation.

Personally, I think a driving ban should have clearly been the penalty and the Race Stewards - plus Whiting as the FIA representative making the final decision- could have imposed that at the time.
Martin Brundle I think is wrong with his opinion - he is looking too much at how a race ban will affect the championship - that is irrelevant to how to treat misconduct. On a football pitch, if a team is say one man down in a crucial game and one of the players goes off and attacks another player, the referee will red card him irrespective of the team being down to 9 men. He doesn't just ignore the offence or issue a minor yellow card.
and Jacques Villeneuve opinion ... a has-been who lucked into a championship-winning car in '97, done nothing since and spouts more crap then Bernie Eccelstone (that actually is a remarkable feat in itself, so maybe he has achieved something :D )
James Allans anology of Vettel & Hamiliton with France vs Italy in the Football World Cup FInal, when Zidane got sent off for a Headbutt is spot on. Do the crime, do the time.
It doesn't matter if the act was carried out at 200MPH or 20MPH, the INTENT is the factor that must be considered and punished, not the result or the impact on the event.

But too late for a race suspension or a removal of points now. But .... this is what I would go for if I were the FIA .... the Points on Vettels license to not expire after 12 Months, but ALL be set to last 18 months retrospectively from issuance. This means he will be running that "tightrope" as it has been put for the remainder of the season. and if he drives within the rules, then he has nothing to worry about and won't loose out will he? If he gets 3 more points, he gets a race ban and it will be due to his own transgressions.

I agree with this, he should have been block flags within 2 laps of the incident
